Reserve Policy:
- The Agency shall maintain balances for restricted accounts in accordance with all adopted ordinances and resolutions.
- Unrestricted accounts or discretionary funds cash balance target is 20% of approved operating expenses.
- Operating expenses excludes Debt Service, Other Financial Uses, and Capital Expenditures.
